A very brief observation, and perhaps obvious.
Obama's refusal to honor the Georgia court by refusing to appear makes him an "OUTLAW" as defined by Merriam-Webster: – "1. A person excluded from the benefit or protection of the law."
By refusing to appear, he surrendered his rights to the protection of the law. This is what the Georgia secretary of state meant when he wrote to Obama that his non-appearance would be "at your peril."
I would use this term in referring to Obama in the context of the Georgia proceedings.
